Americans are not aware of most things that happen at the government level - even within their own counties, let alone the federal government. Have you ever been tried in a court of law? It's a small example of how things go - you're tried for a crime, and depending on your lawyer and the presiding judge, the severity of your charge can be lowered by bargaining or dropped by silly paperwork errors. You bring up these people, but so many in government deal and scam - because they can. There is documentation everywhere about these things - people rarely look this stuff up due to ignorance or simply lackadaisicalness.
