How serious was the Bush Administration about the war on drugs when they let Wachovia off with a fine for?

The war on drugs has been nothing but a joke since its inception. We spend $20 billion a year on this "war" and we can't stop hundreds of tons of drugs from coming in here when we know which states they're coming in through.
